IMF SHORT TERM ADVISER HELEN BOLTON VISITED THE GENERAL DEPARTMENT OF TAXATION.
According to the memorandum between the General
Department of Taxation (GDT) and the international monetary fund, the new
project entitled Improving Taxpayer Compliance (RM-TF) planned to be implemented
from 1st of May 2017 to 30th of April 2020. The overall
aims of this intensive TA project are to increase Mongolia’s tax yield by
improving taxpayers’ compliance.
The purpose of the visit was to focused on public
administration and management issues involving competency based performance management system, identifying
additional performance feedback practices and understanding the workforce planning process.
Helen Bolton has provided comments and response recommendations on a
survey issued by Civil Service Council. The purpose of the survey was to study
the current status of the performance management of public administration
organizations and identifying problems causing issues. And she worked
with public administration and management department human resources staff to
identify some of the performance feedback practices that may be useful for
managers and developed the following:
